Latest Update on CIO-SP4

December 30, 2020

The NIH Office of Logistics and Acquisition Operations Associate Director Brian Goodger, who is also NITAAC’s acting director, announced that the much-anticipated CIO-SP4 $40B RFP is now expected to be released a few weeks later than initially anticipated. The expectations are to have the RFP issued between January 11 – 15, 2021.

The CIO-SP4 contract will use some new techniques to sharpen its focus and services. For instance, contractors will use self-evaluation sheets to explain their business and technologies, which will be used to help NITAAC find vendors that best fit the contract.

CIO–SP4 also plans more opportunities for small businesses by allowing access to all opportunities. The number of small businesses on the contract will remain largely the same as CIO-SP3, Goodger said. Agency contracting officers will be able to see set-aside options at the task order level, instead of having to move between partitions for small and large businesses.

Even with this delay of the final RFP release, CIO-SP4’s timeline overall is still on track. Since the RFP will roll out a couple of weeks later than expected, questions and comments will not be due until February 1, and NITAAC will extend the proposal due date to March 15. The source selections remain to be made in the fall of 2021 and awards by January 2022, Goodger said.
