Still Need to File Small Business Subcontracting Reports or Update SAM? You Have More Time!

As a result of the COVID-19 emergency, the deadline to file Individual Subcontracting Reports (ISR) has been extended to June 30, 2020. The extension includes Final ISRs for contracts completed between March 13 and May 31, 2020. Additionally, contractors with System for Award Management (SAM) registrations expiring before May 16, 2020 can take a 60-day extension to renew their SAM record.

The two-month extension was granted by the Small Business Administration (SBA) because of the presidentially-declared national emergency. Since many states and the District of Columbia are under stay-at-home restrictions, records that would be used to file reporting requirements or update SAM records may not have been available to meet the original April 30 deadline.

Even though the reporting deadline has been extended, be aware that GSA is changing the login process for the Electronic Subcontract Reporting System (eSRS) by the end of April. eSRS is a web-based reporting system that provides insight to the government on small business utilization by large federal primes. You will need to create a login.gov account in order to access eSRS starting in May. Be sure to use the same email address you currently use in eSRS so that login.gov will automatically link to your existing profile. Each individual eSRS user is required to have his or her own login.gov account.

For GSA Schedule contract holders, timely subcontract reporting is an evaluation factor during contractor assessments. Failure to meet subcontracting goals or report on time may negatively impact your ability to renew your GSA contract.
