The System for Award Management Integration with beta.SAM.gov

The General Services Administration (GSA) has been working to modernize its systems by merging several legacy systems into beta.SAM.gov. The Catalog of Federal Domestic Assistance (CFDA), Wage Determinations Online (WDOL), FedBizOpps (FBO), and the reporting function in the Federal Procurement Data System (FPDS) are already fully transitioned to beta.SAM.gov. The next legacy system to transition to beta.SAM.gov is the System for Award Management (SAM).

On May 24, 2021, all functionalities in SAM.gov will merge with beta.SAM.gov. At that time, the term “beta” will be removed, and the system will be known only as SAM.gov. GSA will automatically migrate entity registration and exclusions data, established SAM user roles, Service Contract Reporting (SCR) data, and BioPreferred reporting data. The entity registration process and requirements including the registration data entry pages will NOT change with this integration. Entity registration expiration dates will remain the same.

Searching entity registrations in the new environment will require users to sign in with their login.gov account. Roles will be transferred to the new SAM.gov if you use a login.gov account with the same email address used for your current SAM.gov login. The three non-federal roles in the new environment will include:

  • Viewer (previously entity registration viewer)
  • Data Entry (previously entity registration representative or reporter)
  • Administrator (previously entity administrator)

Administrators will have the option of identity proofing when creating, updating, or renewing a non-federal entity registration at SAM.gov on or after May 24, 2021. Identity proofing involves supplying identifying information about yourself to login.gov which will use the information to check your identity. Identity proofing will become mandatory in the future.

In addition, the new SAM unique entity identifier (UEI) will be assigned and visible to entities registered in SAM in this integration. The SAM UEI will not be the official identifier until April 2022. Until then, the DUNS Number will remain the official identifier.

During the integration, legacy SAM.gov will be offline starting on May 21st at 4:00 PM EDT until 9:00 AM EDT on May 24th. Additional information and resources on the new SAM.gov are available on GSA’s Integrated Award Environment (IAE) Community page on GSA Interact.
