Overview
Harriet has more than 40 years of experience advising large multistate and multinational companies on complex state and local tax matters. She is recognized for her deep technical proficiency in multistate planning, compliance, tax controversy, and nexus advisory across all 50 states. Harriet’s background includes leading SALT functions, defending clients in federal and state tax audits*, and guiding organizations through M&A-related due diligence.
Experience
She spent almost half her career in the industry at a Fortune 500 homebuilder and mortgage lender operating in 28 states. Harriet returned to public accounting and took on senior roles that focused on multistate income/franchise tax, sales and use tax, gross receipts tax, property tax, payroll tax, voluntary disclosure, and tax controversy. Additionally, she has led major refund engagements, reverse sales/use tax audits, and nexus studies, and has managed voluntary disclosure agreements in nearly every state.
Harriet’s extensive audit defense work includes both state taxing authorities and IRS LMSB “Large Case” audits. She is also an experienced speaker and educator, developing and presenting SALT training, seminars, and CPE courses at both basic and intermediate levels.
Education & Affiliations
Harriet earned a Bachelor of Science in Business from Drexel University. She is a member of the American Institute of Certified Public Accountants, is a member of the Oregon Society of Certified Public Accountants (OSCPA), chair of the OSCPA Continuing Education Committee, member of the OSCPA Strategic Taxation Committee, and OSCPA Oregon State Bar OR DOR Liaison. Harriet’s community and professional involvement includes serving as treasurer on the board of Youth Empowerment Project Pacific Northwest and serving on the City of Portland Business License Appeals Board.
