Her work is built on more than three decades of SALT experience, enabling her to help organizations navigate multistate obligations with confidence.
Experience
Judy has more than 30 years of SALT experience, during which she has worked with thousands of taxpayers across every U.S. state. She has built a career on trust, approachability, and a deep command of multistate tax rules, allowing clients to benefit from the extensive knowledge she has developed from decades of hands‑on work. Her professional career includes establishing the first national SALT practice at a Top 25 CPA firm. She also gained early leadership experience at two of the Big Four firms, where she helped expand national SALT capabilities.
Judy is a passionate SALT advocate, collaborating with legislators, policy advisors, and industry coalitions to drive transparency and improve tax administration. She played an instrumental role in implementing the SUTS system in Colorado and has influenced several state tax law changes through her involvement with the Coalition to Simplify Colorado Sales Tax.
Throughout her career, Judy has successfully managed hundreds of sales tax audits and consistently delivered savings that exceed client costs. Her experience spans nexus studies, sales and use taxability analysis, multistate filings, apportionment, M&A due diligence, restructuring, controversy support, VDAs, business registrations, and co‑sourced compliance. She is also a long‑standing partner to leading sales tax automation providers, enabling clients to integrate advisory, automation, and compliance into a streamlined approach.
Education & Affiliations
Judy earned her Juris Doctor and Master’s in Business Administration from the University of Colorado and her Bachelor’s Degree in Finance from San Diego State University. She is a member of the tax committees of the American Bar Association and the Institute for Professionals in Taxation. She is a frequent speaker for the Colorado Society of CPAs.
In addition, Judy serves on the Board of Directors for the Family Resource Center Association and has been recognized as a “Woman to Watch” by both the Colorado Society of CPAs and the Denver Business Journal.
